‘IP’ stands for ‘Internet Protocol’. it is made of a series of numbers, like :

These numbers are identifiers where a devide is connected to the internet. In short, IP address performs a similar task as the address for your mail to be delivered to. Devides such as printers, routers, modems use IP address as well 


and yes, each device will have a unique local IP address.
There are two adaptations of IP : IP form 4 (IPv4) and IP adaptation 6 (IPv6). IP adaptation 4 (IPv4) characterizes an IP address as a 32-bit number. Things you cannot do with IP address 

As mentioned above, every device has its own IP address. This means, if you have a laptop, computer, notebook and smart phone, you have 4 devices with different address.
Therefore, you might think of logging as different person to click on your own link or ad.

This action is called click fraud. It is basically a type of fraud related to pay-per click (PPC) online advertising. What happen is the owner of website post ads and is getting paid by the number of visitors of the site clicking on those ads. The fraud take place when the owner of the site log in with a different IP, or in other words, log in as a as a different person and click on their own ads without any actual intterest on the product or services being advertised.
